                     31: is a quota editor.  One or more users
                     32: may be specified on the command line.
                     33: For each user a temporary file is created
                     34: with an ASCII representation of the current
                     35: disc quotas for that user and an editor is
                     36: then invoked on the file.  The quotas may then
                     37: be modified, new quotas added, etc.  Upon
