Check if a character is a control character

iinntt iissccnnttrrll(_c) iinntt _c;

iscntrl  tests whether  the  argument _c  is  a control  character
(including  a  newline  character)  or  a delete  character.   It
returns a number other than zero if _c is a control character, and
zero if it is not.  iscntrl  assumes that _c is an ASCII character
or EEOOFF.
