Perform standard maintenance chores

/eettcc/rrcc

The shell script /etc/rc is executed by the init process when the
COHERENT system  enters multi-user mode.   The commands in  rc do
such things  as set the local time zone,  and initialize the time
/usr/adm/wtmp, which holds records of user logins.
