Get termcap Boolean entry

tgetflag is one of a set  of functions that help COHERENT to per-
form terminal-independent  operation.  It returns one  if the re-
quested  Boolean capability  name  is present  in the  terminal's
tteerrmmccaapp entry, zero if it is not.
