Header for variable numbers of arguments

The  header ssttddaarrgg.hh  declares and defines  the routines  used to
traverse a  variable-length argument list.  It  declares the type
vvaa_lliisstt  and  the  function vvaa_eenndd,  and  it  defines the  macros
vvaa_ssttaarrtt and vvaa_aarrgg.
