bbccllaaiimm() locates  or allocates  a buffer  associated with _b_l_o_c_k  on _d_e_v_i_c_e.
The buffer contents are invalid if its field _b__f_l_a_g has the BFNTP bit set.

bbccllaaiimm()  should not  be called  from  deferred or  timed functions,  or by
interrupt handlers.
