sseettiivveecc() establishes the routine pointed to by _f_u_n_c_t_i_o_n as the handler for
interrupt vector _l_e_v_e_l.  If the interrupt vector is already in use, it sets
field uu.uu_eerrrroorr to EEDDBBUUSSYY.
